Answer: It is a single device with two outlets. -

Is this supposed to be on or off by default?
Answer: Off by default. -

The bottom receptacle is always 120v as expected. However, the upper one is 120v when switched on but 95v when switched off. Is that normal?
Answer: No, that is not a normal voltage. Do not try to measure current while drawing a load. Measure voltage from the ground pin to the hot pin with a testing meter. -
Question:
I have a mister installation that uses a 3/4 HP motor. Is this adequate?
Answer: Get the specs on the motor and limit the power to about what a hair dryer uses. Check using one of those Watt Meters. -

How much current (amps) will this switched outlet handle?
Answer: It is rated at 15amps @ 120 volts. That would be a total of 15 amps for everything plugged into both sockets. One socket is X10 controlled and the other is always on. -

Which X10 switch/dimmer is recommended with this outlet?
Answer: It should work with any X-10 switch. Do not use a dimmer due to equipment damage that could occur if something that requires a full 120V is plugged into the switched half of the outlet. -
